Knowledge and Learning Officer, Scotland

  • Full time
  • £25,019
  • Glasgow
  • Closing 21st November 2022

The National Lottery Community Fund is the largest funder of community activity in the UK – we support people and communities to prosper and thrive.

National Lottery players raise an incredible £30 million a week for good causes. This money funds projects and activities that transform communities, protect our heritage and enrich lives through arts, sports and culture. We are proud to be one of 12 distributors responsible for awarding this funding across the UK.

Thanks to National Lottery players, last year we were able to award over half a billion pounds of life-changing funding to UK communities, supporting thousands of projects making a real difference to people’s lives.

Over eight in ten of our grants were for under £10,000 going to grassroots groups and charities across the UK doing great things to support their communities, during a particularly tough time.

We also distribute non-National Lottery funds, working closely with Government on funding for important issues, such as tackling loneliness, multiple and complex needs, mental health and distributing Dormant Accounts money.

Over the last five years we’ve awarded a total of £3.4 billion, of which £2.7 billion is National Lottery money.

We fund things that matter – whether helping communities respond positively to national, regional or local priorities, or helping the UK achieve its big social ambitions. Our grants range from £500 up to multi-million-pound programmes – supporting people and projects to do extraordinary things and bring great ideas for their community to life.

About the role

The Scotland Knowledge and Learning Team have 3 vacancies, 1 x permanent and 2 x fixed term ending in November 2023, (please indicate if you have a preference or are applying for all posts, within your supporting statement)

As part of our Knowledge and Learning Team here in Scotland, you will work collaboratively with both internal and external stakeholders to share learning from our work and from others, and to shape funding decisions and priorities. You will be collaborative in nature and enjoy working proactively and in partnership with colleagues across the fund, as well as externally, managing sometimes challenging relationships successfully, and for mutual benefit.

You will be part of a small team of 6 people and you will work closely to support your team, and others, being happy to muck in when things are busy, and will be supported in turn, sharing workloads, learning and pressure points regularly. An open, supportive and flexible team working approach will therefore be necessary.

You’ll have sound facilitation skills, both in person and online, and be someone who can help us bring together and learn from our grant holders, other funders and the wider sector as well as from each other - in the Scotland Directorate and across the UK. You will also be confident and assertive, and able to persuade others to collaborate, share, and make use of evidence. You will be able to see the ‘bigger picture’ of our grantmaking work, and identify leaning and links across, and between, geographic and thematic areas.

You have sound critical thinking and research skills to help us produce effective, user-friendly and accurate information for a variety of audiences. You will also be adept at managing a busy and varied workload. You will be responding to often short notice requests for information and support from our place based teams or our Management Team, while balancing longer term research/report writing and presentation, along with ongoing management and facilitation of relationships, networks and groups.

You will be curious to explore more about changes to service delivery and grant making given the cost of living crisis and the different approaches being adopted across the sector as well as exploring new ways of engaging with stakeholders, particularly those whose voices are not always heard. As such an awareness of Equity, Diversity and Inclusion, as well as ethics in research design and implementation would be useful.

The role profile details the generic tasks completed by Knowledge and Learning officers across the Fund, while this advert sets out the specific details of these roles in the Scotland Directorate. On application, within your supporting statement, align your experience to the essential and desirable detailed in this advert.

  • £32,524
  • Glasgow
  • Closing 12th October 2022

Ideally, you’ll have some experience of procuring and managing contracts.

You will be responsible for leading a cross office working group that will define metrics of success for this project whilst ensuring our support package remains relevant and up to date for our grant holders.

You will also lead on the co-ordination of, development and delivery of grant holder workshops and learning sessions and help to facilitate peer networking between grant holders. You’ll have experience of working collaboratively with a range of internal and external stakeholders as well as excellent communication skills with the ability to tailor your style to your audience.

The postholder will also ensure that learning is captured and shared with the wider Fund and work in partnership with other funders on capacity building initiatives.

We propose to extend the current pilot for a further 12 months (until August 2023) to capture further learning and test new approaches within the pilot. During this time, we will review both the uptake and impact of the grantholder support package and this work will therefore feed into and help shape the development of our next funding portfolio throughout 2023.

Essential Criteria

Could you help decide how National Lottery money supports communities in Scotland?

The National Lottery Community Fund’s core purpose is to support people and communities to thrive.

We are the largest funder of community activity in the UK. Every year we distribute £600 million raised by National Lottery players. In Scotland we make a wide range of grants from up to £10,000 through National Lottery Awards for All Scotland to large grants of over £1 million.

We are recruiting a new Scotland Committee member for an initial period of 3 years. The Scotland Committee sets the direction of our work and takes decisions about our larger grants in Scotland. We are looking for an additional member who will add to the broad base of knowledge, skills and experience of the existing committee.

We help fund all kinds of organisations in Scotland, ranging from small local groups to national organisations working to bring people together to improve and support their communities, tackle issues like loss, isolation and loneliness or deliver new approaches to supporting families through early intervention work. Further details of our programmes can be found here: tnlcommunityfund.org.uk/funding

In 2020/21 we awarded over 1,500 grants worth over £51.5 million supporting organisations in every local authority area in Scotland. Most of our funding (97% by value) goes to the voluntary and community sector and over 80% of the grants we make are for £10,000 or less. In addition to National Lottery funding, we distribute Dormant Assets funding through our Young Start programme and deliver the Scottish Land Fund in partnership with Highlands and Islands Enterprise on behalf of the Scottish Government. During the pandemic we have work alongside a range of other funders in Scotland to deliver Scottish Government support funding to community organisations.

But we’re more than just a funder. We also collaborate with other funders, charities, and individuals, sharing knowledge and building partnerships, so we can all be as effective as possible. We seek to understand the communities we serve by building local relationships and support our grant holders to make sure they make the most of the National Lottery support they receive.

The Organisation:

The National Lottery Community Fund is established as a non-departmental public body by an Act of Parliament. The Board is responsible for the Fund’s overall strategic direction and governance.

The Scotland Committee sets the strategic direction of our work in Scotland ensuring that our grant making takes account of the distinctive context we work in and oversees funding decisions ensuring that we respond effectively to the communities we serve.

Funding decisions are delegated to five Country Committees (England, Northern Ireland, Scotland, UK and Wales) and to Executive Officers.

Policy responsibility for The National Lottery Community Fund in Scotland including setting Policy Directions, rests with the Scottish Government.

Skills and Experience Required:

We want our Committee to have a broad base of knowledge, skills and experience and to reflect the diversity of modern Scotland and the communities that we serve.

Our focus on local area working has seen the development of closer relationships in communities across Scotland. This has increased opportunities for Committee members to work more closely with our local funding teams and engage directly with stakeholders and grant holders.

The Person:

Essential Criteria

The following criteria are essential for the role:

  • An understanding of and interest in the Scottish social, cultural and political landscape and the role of the voluntary and community sector in it.
  • Experience and understanding of working with and for communities to deliver local priorities
